Sir,

I have the honour to acknowledge receipt of your letter No.70 of 12th. April, (58/05/Lic), in which you ask me to state my opinion on the subject of the unrestricted export of arms from Hong

Kong to Macao, and the likelihood of these aras passing into the

hands of Chinese pirates, brigands or rebels.

In reply I beg to refer, for the information of His Ex- cellency the Governor, to my despatch of 14th. January 1908, in which I discussed the question in all its bearings. I have only to

add that nothing has since happened to lead me to modify the views

therein expressed.

As regards the position of the Canton Provincial Govern-

ment vis-a-vis of the export of arms to Macao, the Viceroy Tak Sou, in 1908, expressed extreme anxiety on the subject, and declared that the task of his Government in suppressing piracy was rendered doubly difficult by the notorious facility with which arms and ammunition could be purchased in Vacao. The present Viceroy, with whom I re- cently had an interview, insisted that he could place no faith in the Portuguese Officials; and appealed to the Hongkong Government to continue friendly arrangement and maintain the severe restrictions on the export of arms to Macao, which, he stated, had materially

assisted him in crushing the rebellion in Kuang-hsi.
